Alert Members of new uploads?

I know about the feature in the admin control panel where any email address that is entered will be notified via email but this question is NOT about that.

My question is this.... Is there a way that a regular member can alert the rest of the members when they have uploaded a new file to the Gallery?

If so how would they go about doing so?

Like allowing a usergroup to mass PM or e-mail ?

At the moment if a person subscribes to a category and there is a new upload they should get an e-mail.

Is there any way to auto-subscribe users to all categories by default? Otherwise, this doesn't alert them to any new photos placed in a new category. My members want to be alerted to all new photos, regardless of category.
