Notify all image posted to member

I have a modification problem's:

I need to Notify all the New images posted on VbGallery to all members with an email.

How can i do this?
Can i insert in this Email the data and link of the new image posted?

When there is a new image uploaded you want:
- all members on your site ?
- all members in a usergroup only?
- all members that subscribe to get e-mails ?
