How do I allow guests to post!

how do i get guests to post. I have it set in the gallery config and the usergroup access but it does not show the quick reply for guests

Is there a way to get the guests to be able to see the quick reply

The quick reply in vB was not designed to allow guests to post, so they will need to use the regular reply button.
