Two questions

Just to quick questions about the gallery...

Ive uploaded animated gifs in my gallery and they dont "animate" . is this normal, if so is there anyway to fix it.

Also...

on my forum i have a 'premuim membership' option which allows people to upload 5mb to the gallery... My question is, if that membership expires, returning the user to 'standard membership' which is only 1mb of gallery upload space, what will happen to that persons pictures? will they be deleted utomatically?

If the image has to be resized then it will no longer be animated as GD and ImageMagick can only resize one frame of an animation. If the image is not resized though then the animation should not be affected.
If a user's space limit changes then they simply won't be able to upload any more images. That will have no effect on their current images.

If you're using IM (v6.x anyway; haven't tested it with older versions) animated GIFs can be completely resized. I have vBulletin (3.5) set to use IM now, and a user just attached an animated GIF that was converted to a Thumbnail, and the thumbnail shows the complete animation.

Haven't tested it in Gallery, but it's also using IM, so I would assume it would work the same.
