Give moderator creation powers?

I would like to give some moderators the ability to create categories in the mod panel. Is this possible and how does one do this?

They can create categories through the userside using the 'Category Admin' link.

does that only show up for admin/mods?

Admin CP => vBa Gallery => Usergroup Permissions => {select group} => Can create categories

It shows up for whatever groups you have that permission set for.

Yes, but it does not work. Under the part where it says "Parent Category--
Please select the category in which you would like for your new category to appear under." The dropdown show NO categories at all.

Why would it show nothing?

You have to set your cats to allow sub-cats to be created. (Edit the Cateogry and you'll see the option.)
