Add new categories w/o going into AdminCP

Whenever I use the Category Admin in the Gallery page to create a new category, it gives the error "You must chose a parent category". In the drop down box to pick a parent category, I don't have anything listed there for me to pick. So, what did I miss in the configuration?

You need to set up at least one category that has the option "Allow Users to Create Sub-Categories" set to YES.
