Have Category with Subcategories, but Can't Upload to Category

Is it possible to have a category with subcategories, but uploads are only allowed in the subcategories?

Turn off the "Category is Open for Images" option for the parent category.

Interestingly, it worked when I did:
Act as Category: No

That's a confusing option. It IS a category.

The Act As Category works the same as the Act As Forum in vBulletin. Makes it show up with the gradient background/etc.
