Make image not required as long as title + description exist?

Hi!
I would like to change my Gallery so that uploads without image are accepted as long as there is a title and a description.
Some days ago I saw a post from another user asking how to make the image not required. I've searched for that thread for the last 45min but I can't locate it =(

If anyone can point me to it, or better yet, answer my question, I appreciate it!

I am curious why you would need this. SOunds interesting, but I cant figure out why, considering it is a photo gallery.

I'm turning it into a blog. The 2 main areas are image galleries and blogs, where you can create photoblogs or regular weblogs, and it's in the weblogs part that I need the feature.
