As long as the email matches a license that is good standing you will become verified if you do not then your email is not correct.

One owned license grants you the right to run one software installation on one domain for an unlimited time, and purchasing an owned license gives you access to our members download area and support for one year.
You must have current members access on your license and the forum email must match the email that is associated with your license.

when your members access for download and support access exzpires your access is expired as you are not eligible to receive support then.

What are the benefits of renewing membership access besides full access to the forums? Can I upload the latest version of vbgallery?

yes a year and a half development resulted in vbgallery 3 series which supports vb4. Our current development cycle is the PhotoPost Pro 8 branch then back to vbgallery. I can not say that any more development is going to happen if your staying with vb3 since thats a technically developmentally dead project.
