I find this a little confusing..

You suggest to "Check for new config-inc.php variables" in step 1, but then say "not to upload the file in step 2"?

1) Check for new config-inc.php variables, some recent additions are:..

2) Upload all files - except config-inc.php,

Upload all files except the config files and then run the upgrade.php and select the upgrades you need to run from your version forward.
