uploadphoto.php redirect possible for guest (no flash)?

I am wondering where PP decides to use the basic uploader compared to the flash uploader -

For guest, I need the upload link to redirect to my own personal flash uploader - where in uploadphoto.php would I see this? I have looked, but cannot figure out where it decided what to use..

well I think the actual flash code returns the variable noflash you will see right in uploadphoto where we load the regular flash if noflash is present versus the flash uploader.
