Quota for Guests problem

So I was setting the Quota for Guest, and upon checking out the upload page, I got this message:

Quote:
We're sorry, but you currently are over your quota for allowed disk space.
Please remove images from your gallery to free up more space.
How are Guest supposed to remove images?

Should they not be given an option to Register , or is this message for anyone one the site?

That is a general message if you set a quota and they exceed it.
