how can i add categories to users

hi all i want to add gategories to my photopost like

macro
nature
landscape


and when members upload there photos i want the main category is the member gallary and he can add a copy of this photo to

macro and nature category as a reference to make the search easy

Member's can not have there very own categories underneath the members gallery. Members can albums themselves and you as admin can create categories everyone can upload to.
