When is the 'watch email' sent?

Assuming a user is 'watching' a photo in PhotoPost or a product in ReviewPost. If a user postas a comment is 'watch email' sent when the person posts a comment or when the comment is approved?

Is it possible to have this changed so that the email is only sent once the comment has been approved?

Assuming a product manufacturer or company were 'watching' their products on a site running ReviewPost... having the 'watch email' sent once a comment has been approved enables the site owner to ensure that all comments are up to scratch and dodgy users aren't making abusive or slanderous comments.

Something I would look into for future versions cause as it stands now those are two separate scripts so the code to send email is not even in this admin script.
