Why cant I post a bug in classifieds section

Trying to post and it says I do not have permission.
I have a valid license and email matches on members area and forum.

I'll just post it here, Hope that is ok.
The top_film_sm.png file is missing from images in the 2.5 classifieds download.
Where might i be able to get this image from.
