Is it a hack or a vb feature?

As seen on the attached image, how can I get my forums looking like that?
Is it a vbulletin feature or a hack?

Both.

The hack only makes the sub-forums in columns vs. all in 1 row.

Show sub-forums:

AdminCP => vBulletin Options => Forum Listings Display Options =>
- Depth of Forums - Forum Home = 1
- Depth of Forums - Forum Display = 1
- Depth of Sub-Forums = 1

Then -

(Default install VB3.x - Forums)

Main Category
- Main Forum

Edit "Main Category" forum
AdminCP => Forums & Moderators => "Edit" Main Category => Posting Options => Act as Forum => [x] Yes.

- That should be it.
