Is there a setting or an easy way to prevent a picture from being duplicated or uploaded twice to the same category or folder?

Also how can you put 1 picture into more that one area with out re-uploading each time?

1. Not really no. However there is a setting in the admin under scan database that you can use to check for and delete duplicates uploaded by the same user.

2. In the admin options set this setting to yes

Allow users to choose additional categories during upload?

They will then be able to upload to 3 different categories
