The language strings are in the database. You can view the phrases.php file to see the structure of the queries and translate the first translation to swedish and create a new file
Correct and on the end there is a 1 you want to replace that say with a 2 of whatever id of the language you create is. The first sql in that file is the actual entering of the language so define a language say swedish with the proper encoding etc to match
