Place an ad permission issues?

Hi I am not able to post an ad with the administrator account....I receive the message

You do not have permission for this action!

.

Also when I create a test registered user, the post an ad button is not visible.

Not sure what to do here. I did chmod the permissions on files/folders as instructions indicate.

Any guidance is appreciated.

In admin edit usergroups set your permissions per usergroups and you should be fine
