I've try to add a latin charset language - but doesn't work for me:

This shiny new version works well only in english...?

Why so complicated to change/modified the phrases in v3.1x???

works well in any language I have tried and I tried all when I ran the beta. It is not hard to modify the phrases IMO. There is a search feature and things are pretty much changed just like vbulletin.

Change line 623 in which file? In phrases.php?

Adm-lang.php is the filename you wish to make that change in.
