If I set payment for admin to yes I try and place an ad I get the paypal box. If I use a regular test account to payment then I get that as well. Now if this user belongs to multiple usergroups and one group is set to no payment the best case scenerio is used. This might be your case there
Now on the second issue with the usergroups saving things in the wrong spot nothing has changed in the code on this in a long time on how it is saved so I need access to your files to do some in depth testing. You can send the ftp access via pm or email. Code: Content visible to verified customers only.
Basically the long and short of this code block above takes every select box id as an example and runs through and gets the field name by taking the $name in front of the - and doing an upgrade for each field by usergroupid so there should not be an issue but lets do more testing on your specific site to see why it does not perform as intended.

Okay well I dont see any issues with payment
Now I am surprised no one has every brought up the switcheroo issue on usergroups for upload and edit ad permissions. It seems to have existed for a long time in the program from what I am seeing. I scanned back through all way back to the 2.4 builds and it was there. Nothing but two select box names mixed up
Your all fixed up as far as that goes now.

Sometimes there is an issue sometimes there is clarification needed on how something works
You caught something that has existed in the program for along time and it actually surprised me no one has caught it in the last year or so.

Some problems with PP too. Some users are able to upload without moderation and I have no idea why as i've set the options in the Usergroup settings. Similar problem perhaps?

You would need to get specifics on these users that you think are bypassing something they should not. What groups they are etc. In any testing done this does not happen when permissions are set and all groups are imported to Photopost.
