Install - permissions question

In the installation instructions for Classifieds is has the following...

In your stylesheets and templates directory you will need to change the files .css and .tmpl to also have write permissions so any modifications done through the admin can be updated.

My question is, does the chmod need to be 644 or 777 ?

Also after an install is done, the files that were chmoded to 777 do they ever get or need to be changed back to what they originally were for security reasons?
