I am a bit confused by this?

Line 14 is this and Line 15 is empty

require "config-inc.php";

if ( !file_exists( "config-inc.php" ) {

That's line 15

In any event, I found that I didn't need to run any upgrade script from my beta install...

That line should read:

if ( !file_exists( "config-inc.php" ) ) {

I'll fix the build.
