Require Approval for Groups - Question

I am running 4.01 integrated with Threads 7 and have a question about the "Require Approval" setting in the UserGroup Editor. Besides the basic "User" group, I have four levels of paid members: Bronze, Silver, Gold and Platinum. If a member is upgraded to, for example, "Silver" they have all the permissions of a regular "User" but they also have "Silver Permissions". If I set the "User" group to "require approval" and all the other groups to not require approval, will it still require approval for all members, since all members by default belong to the "User" group? Or if a member is part of the "Silver" group and I have "Require Approval" set to NO for the silver group, but set to "Yes" for the User Group, what will happen if they belong to both groups?

If a user belongs to multiple groups the BEST POSSIBLE permissions are always given meaning if they have approval in one group and not in another they will not require approval.
