template permissions?

I want to make a change to a template. When I chmod the template directory and files to 666, they don't show up in the list in admin. So when I change to 755/777 it shows up but won't let me save..it says it needs to be 666. What is it supposed to be?

The template directory is suppose to be simply the default 755 for a directory. The template files themselves are suppose to be 666 permissions.
