Where can I add a robots follow instruction?

Where would I add the following meta tag so it will be included in the classifieds head tags?

You can add a headtags htm file and load it in global options if you want to use a tag like that however the application has a robots.txt file in it which says allow index except for certain files.

I see a robots.txt file in Photopost 7 but not in PP-Classifieds or anywhere else in my archived downloads ... which PP-Classifieds is what I'm asking about.
