I'm trying to upload an animated avatar (gif), but it appears static in my profile (animations disabled).

okay well animated images dont process well by image processors. if you upload an image to use as an avatar and it needs to be resized it is processed by gd or imagemagick and thats how it is lost the animation. try uploading an image under your thumbnail size.
