Admin Panel - Upload versus Post

What is the difference between these two items in the category section of the admin panel?

1. These checked usergroups can upload to this category,

2. These checked usergroups can post to this category,

is one for comments and the other for adding a listing to that section? Which one is which please?

Upload is for uploading ads and posting is to post comments on ads.
