User Groups, Payments and Approvals

We have a number of additional user groups in our vBulletin setup. What I'm finding, in trying to setup PP Classifieds, is some strange behavior with things like ads or comments not going into the approval queue when approval is required and payment for ads not being requested for groups where payment is required.

In experimenting with a dummy member, it appears that if any usergroup the member is in has No for its payment or approval, then the Yes setting is ignored. Am I correct in understanding the logic of these settings.

For example, User "John" is a registered member and is also a member of the Western Region user group. The Registered Member settings are Yes for both approval and payment being required while the Western Region is set to No. When User "John" places an ad it is posted without any request for payment or being put into the approval queue.

If this is the logic, then it would seem that any user group setting that is No would override any other user group settings to Yes for the same permission. Yet, all the settings for Western Region are set to No and the Registered member can still upload an ad and do everything else the permissions are set to except he ends up bypassing approval or payment.

Is there some correction I can make in the code to resolve this or should I just change the setting on all the non-primary user groups to Yes for requiring approval and payment?

You are correct in the logic here and it is real simple. vbulletin works the very same way. If you set a user into multiple usergroups his BEST SCENERIO permissions will be used meaning if he does not require approval or payment then indeed he will not require such things. Again being able to upload is a best case scenerio permission as well.

There is nothing wrong with permissions.
