On the Classifieds home page I'd like to have an Ebay or Adsense Banner just under the welcome block and another at the bottom of the page. What template do I need to edit and where do i add the code.

Well bottom of the page that could possibly be in your footer.

As far as under the welcome block I would suspect you want to place it at the bottom of the indexhead template.
