Well what do you mean by this?
Please explain. I can delete ads on my test site so check this out.
1. You as admin can move delete ads using the move delete link under product options when viewing the ad.
2. You as admin can set that users can move delete ads while editing an ad by the settings in admin options.

Display Admin quick move/delete options under ad?
On larger sites this option can slow down the showproduct page. Turn off to speed up this page. YES
Still i cant delete it.

what do you mean by this?
If you click that thing under product options you need to go down to below the ad to the ajax to delete it. maybe your not seeing what you need to do.
You can place a url and regular login here and I can see if you have it set to delete ads for a regular user but the admin thing is ajax.
I have tested both functions and they work from what I am seeing so I need you to explain your issue in depth.

still i cant see the delete ads and edit ads..
before it works.. but when i upgraded to the latest version.. its not working anymore.

Yes indeed when upgrading you always must run all the required upgrades from your previous version forward. You merely missed one.
