Question Is it possible.....
To charge users a % AFTER the action is completed?

Free to create adds but when there item is sold it takes a say 5% "cut" of the purchase price.

Nope it is not. The charge is a set amount per ad when posted.

No money ever crosses your site to you once an ad is set.
