Can this be done?

I notice in the Category section you can do this but where is this part?

Note: When you have payments enabled, setting a value to 0 means there is no cost. You must enable payments in the Admin Options for these setting to take effect.

Also I may use the subscription part, if so I would not have any of the above activated?

You need to set users to allow payments in usergroup permissions to yes and then set a cost per ad in the edit categories section for each category of ads.
