What Makes a Featured Listing?

I see references to Featured Listings, but do not see many options. Can I charge for a features listing? there is no documentation except this forum and I have tried looking.

In my current Classified system (not photopost classifieds), I can charge for featuring a listing and also display them throughout the site.

Payment is collected for the following. To place an ad in a category and to bold italic or highlight it. Those are the only payment options and they are all under admin edit categories and edit usergroup permissions.

ok, I see. I use these features, but did not understand it was a featured listing. I am using (migrating OUT of) a classified system that has featured listings and they mean something else.
