You would have to actually code that in. You would need to say add a letter and subject phrase into the database and code in another email. You can see how we send an email in register.php. Thats the one in that file where we verify the user email.
You could technically also edit that email string in the edit language strings in admin to say what you wish as well as send out the email confirmation.
