You would need to check out the modifications forums to see if anyone has written a block for such a thing. However few thoughts here. One you normally can not view PHP in an html page usually if this is allowed most servers have it set as a phtml page. Normally you would need to write that html page as a php page echoing out the html then you can use the normal php include and echo statements to print the ads.
