How do Guests view ads?

Hello, I just realised that after all this time that guest cannot view the ads...

You must be a registered user to view ads!
To register click on the REGISTER button in the menu above.

however I have them enabled in the "Edit categories" / User Group Access Permissions for Guests to view ads........

they still cannot view them..

what am I missing?

In Admin => Registration Options set the option that one needs to be registered to view ads to no.
