Charset or Encoding?

I run a non-english board based on vbulletin.
Please, see my problem in attachment. Any ideas on how to solve it?

Okay a couple things here will help us

What version of the software you using?

What language is it one that we support and have a language for?

How about a url to your site.

In our language files are the charset encoding which is used in the program and I know in older versions the encoding was in the admin files so lets see what your responses are so that I can assist you

Oops, yeah, looks I should have included more info, my bad.

I purchased the license and downloaded the script yesterday so I think the version is the last one. Language that I want my category names to be in is russian. Strangely, but admin panel is the only place where category names are not displayed the "right" way. The index displays category names properly - not like in admin panel. So I guess the only thing I would need the help with is displaying category names correctly within admin panel. Site address is www.ktl.kz

Well you have the correct character encoding in your language file right I dont see a link to your gallery above so I cant be sure.

I would suggest you try editing the adm-cats.php file and go to line 463 and change this

I screwed again.
The link to the script is www.ktl.kz/ads . It is Photopost classifieds installation. It is not visible in the links because I just installed it and want to make sure everything works fine before I actually let people use it. But then you probably ask: how in the world was I supposed to know there the installation is? And that's where I come up like this - .

So, are the steps that you described still valid in my case?

I'm having the same issue with my Russian language website. The whole website works well except when I go to the Admin/Categories the russian characters turn into something that is not Russian language. I tried your fix ,Churck, but I could not find that line of code in adm-misc.php line 4142 that I have to edit. Could you help me with this. I think its somewhere else in my version of photopost. My photos are at www.y 4 j.org/photos with no spaces after y and 4. Thanks for you help.

what CHARSET are you using? did you replace UTF-8 with whatever the russian one is?
