Users Deleting Ads

Hello, How do I stop users deleting ads?

Id like them to be able to edit the ads but not be able to delete the ads and comments completely..

A user posted an ad, which I commented on, they then removed the whole thing.

Is there a way to stop them deleting, but let them edit their own ad content?

You can set in admin options that users can not move delete ads and they will not be able to
