User Delete Ad Permission

Could you please tell me what setting allows a user to delete their own ads? The closest I can find is "Allow Edit Comments", but I doubt that's it.

In Admin -> Admin Options the option to move/delete ads

I was avoiding that one, since I don't want a user to move their ads, just delete them if they want. Any chance of that?

Not really maybe something for the future but all our programs presently use this variable move/delete

Can it be set up so that if they do change the category that the ad must be moderated/approved again?
