Usergroup permission for specific category?

Hi there. I'm wondering if its possible to create a specific usergroup permission for a specific category?

What I'd like to do, is create a category that is going to be a site "Fundraising Auction" and I'd like only myself to be able to start ads, but everyone be able to bid.

I only see how to set global usergroup permissions for all the ads.

I am currently using 2.4.2, but can upgrade to the latest if that will work.

Admin => edit categories is where you set category specific permissions
