GMT Time Shift

I am using the vBulletin password system, but my installation is on two different domains (not fully integrated.) Something that I just noticed (or just went wrong) is that the time stamps on all of my classified ads are five hours different depending upon whether I am logged in or not, showing GMT logged out and EDT logged in. My vBulletin forum time stamps are the same whether I am logged in or not. I have my Eastern Time offset also installed in my vBulletin user profile options.

I have the PhotoPost Admin Globals GMT Offset set to 5 for Eastern US Time. This apparently shows me the correct time when I am logged in, but when I am NOT logged in, I see GMT.

Was this always the case and I simply didn't notice or am I missing another PhotoPost GMT offset variable for those users that are not logged in? My Red Hat Linux server time was correctly updated to DST and I have a one hour server offset installed to take CDT to EDT. To repeat, vBulletin is working fine.

I assume this is always going to be the case because to apply a user timezone offset you need to be logged in as a user.

See what happens is in forums that user GMT instead of server time you are offsetting that server time to GMT by readding in the 5 hours to go back to GMT time which means guests are viewing your site in GMT. Now when logged in the user is shown time there timezone cause they have a timezone offset from GMT set.
