What permissions are required to mod the templates?

I'm trying to modify the templates through the CP but I keep getting an error stating that I don't have the proper permissions set. So what should the permissions be set to on the server? 500? And should they be only temporarily set (security issue) or can I just leave them that way?

Your templates files should be set to writable meaning 666

Are there any security risks with leaving them with 666 permissions? Should I convert them to 000 after I'm done modding them?
