Question regarding "Allow Payment?" in the user group editor.

If this is set to "No" for higher level groups, does this mean that the PayPal routine is completely bypassed even on ad boards with a charge per ad specified?

(Dumb question maybe, but we have gone live now and I'm learning more about the system than I did while testing.)

Yes if Payment is no then they do not have to pay. Payment only happens when payment is yes
