Recent (or Radom) Ads viewed at top of page, under Navbar

If there a easy adjustment that can be made to have the recent ads block currently at the bottom of the page appear at the top of that page? And is there a way that this would appear on the entire forums and not just on the photopost side of things?

There are mods posted on the mod forum to place ads on the forum

There is a switch in Layout Options in admin to show recent ads up top and not down the bottom.
