Is there a catintro for index.php/cat=empty

It would be very useful to display an intro section on index.php (main page) with no category selected. I see there is a catintro for each category, but what about when there is no category? This could effectively be a "home page" since no category is currently selected. Is there anything like this?

There is the index announcement box under index options

This shows up on all pages though, right? How about a catintro for just the page that has no category defined, i.e. $cat="".

The index announcement shows on the index script
