Can <title> be included in headtags.htm?

I tried this, but the best I can tell it duplicates the title tag. The first one appears in the window title, the second one just hangs out in the source. I have integrations turned OFF, so header.htm and headtags.htm are active.
Can you confirm if <title> is a tag that can be used in headtags.htm?

We add the title in our printheader function.

what are you trying to replace the title with?
