Question Cannot make default bgcolor for entire page

I am trying to use the non-vB3 integrated approach and have created a separate header, stylesheet, etc. The problem I am having is that the way the software appears to "isolate" the header.htm file, I cannot leave a table open from the header to the footer, thus denying me the possibility of setting the background color for the display area different than the default background for the body of the page. Here is the example:

You will see the gaps between templates are filled with the body's default color/image. If a table could be opened in header.htm that defined the background color and could then be closed in footer.htm, that would allow me to close these gaps with a more appropriate color.
Am I missing something here?

You can definately open a table in the header and set a color and then just close it in the footer. Nothing but html there. I have done that one many sites on installs.

You can see I do not close the main table, which has the background color set to #FFFFFF (White). This should fill the gaps with white space, but the table is being trumped by a new table below the header.htm code which appears someplace I can't find, either indexhead.tmpl or some other template.

The next section shows what follows the header.htm. Note that it starts with a table. If it were to "flow", there wouldn't be a new table started, but rather a new row...
