Charging some classes of Users -- and not others

In my Vbulletin forum, which the classifieds is integrated with (for the members), I have a few classes of memberships. The majority are free members -- but there are a couple of categories of Premium members who roll me some coin -- and they get a few more features than the others.

Now if I wanted to charge the free members a buck or two through Paypal for options like bold or highlight -- and not the premium members, I assume you:

1. Set up your Paypal information in the payment options of the edit settings
2. Set up the Category Price Info in the Category Editor
3. Then if I go to the User Groups will it bill those I set the Allow Payment to Yes and let the others with it set to No have it free?

And if it works that way -- is there handshaking with Paypal to where their ad has those features immediately -- or does it go in a que to have payment verified?
