How do I change the 'frame' around the photos?

Notice in this example:
http://www.explorerforum.com/data/

See how the photo frames look like 'film'? I've also seen some that look like 'frames around portraits'.

Is this an option that I set from my admin cp, or is it a mod?

It's an option in the Edit Categories section of your admin cp.
